To what extent does shutter speed control impact on an image?

It does effect exposure. But I don't think that really has to do with the impact so much.
I think what you are looking for is how altering shutter speed can make an image more dynamic.
You can use a slow shutter speed to make waves dream-like and creamy, You can also do the same with waterfalls and fountains. You can also use a slow shutter speed to get motion blur which shows movement.
You can use a fast shutter speed to freeze motion. So you can catch an athlete in mid-stride and have the person entirely in sharp focus. You can catch a hummingbird with wings in sharp focus.
And with panning and using a slow shutter speed you can track your subject so that they are in relatively sharp focus but the background is a total blur.
Each of these uses of shutter speed makes a different impact and gives a different impression of movement in an image.
