Shutter Release Canon

I have a Canon AE-1 Program. The indicators in the view finder come on, but the shutter will not release?
Could the battery just be to low to operate the shutter release, or might I have other problems?
You might need to cock your shutter first. Advance your film by pulling on the lever on the top right. If it moves easily, move it until it's hard to pull, then you should be ready. If that doesn't work, it might need repair. I don't think the battery would keep the shutter from working, but I might be wrong on that. Anyway, a fresh battery couldn't hurt, right?
