Shutter Switch

Why is it that when you look at a spinning tire, or rotor, or whatever, at a certain speed it seems to switch?
directions and spin the other way? Is it that the eye cannot follow the thing that is turning? Does that mean that our eyes work like video cameras, where the 'shutter' opens and closes at a set speed?
If you understand the idea of a shutter opening and closing at a set speed, then you are almost there. This turning backwards illusion only happens under strobe lights. Well, you might not think of them as strobe lights, but most street lights emit pulses of light at 50 or 60 cycles per second, just like florescent lights do. (60 in the US, 50 in Europe).
if you do not understand the shutter allusion. You can imagine a dark room and clock with a rotating minute hand, and a light that flashes every 59 seconds.
Each time the light flashes the minute hand will be one second short of a full minute forwards, which on the face of the clock, is one second backwards. If you now speed this example up, say by 600 times, your eyes will put this seemingly backward progression of the second hand together into a seemless illusion of backward rotation.
